Virginia Culbert, 88, of Cayucos died Saturday, April 6, 2002, at her residence. Cremation has taken place under the direction of the Central Coast Memorial Society. Mrs. Culbert, a fourth generation Californian, was born June 2, 1913, in Sacramento to Arthur Marshall Perry and Mary Louise Mails Perry.
 
She was the first woman graduate of the School of Public Administration at U.S.C. After graduation she worked in personnel management in downtown Los Angeles for 13 years. On Nov. 1, 1939 she married Elwain 'Buck' Culbert. They lived in Manhattan Beach until 1952, when they purchased a ranch in southern Monterey County and moved to the Paso Robles area. She then returned to school to receive a teaching credential and taught third grade in Paso Robles for 25 years. In 1981 Mrs. Culbert and her husband retired to Cayucos, where she pursued a lifelong study of the ocean and sea life.
 
Mrs. Culbert is survived by her son Tim and wife Becky Culbert of Thousand Oaks; daughter Anne and husband David Medvedoff of San Luis Obispo; grandchildren, Matt and Kelly Culbert of Thousand Oaks and Molly and Daniel of San Luis Obispo; step-grandchildren, Steve and Kate Medvedoff, Michelle and Lee, Brian Medvedoff, Mike and Sandy Medvedoff; and brother Sam and wife Phyllis Perry and their son. Memorial donations may be made to the Cayucos Friends of the Library, Morro Bay Natural History Renovation Fund or Audubon. Memorial donations may also be made by taking a child for a walk in nature.
