Early Gang Wars

I can't remember the exact year; say 1941 +/- 1 yr.  A figure smoking a black Mexican cigaret and wearing an overcoat stood on a South Pas street corner near the Rialto (not seen was the little tube of blood he carried under the coat).  Soon a 12-cylinder convertible sedan, top down, came around the corner and a shot was fired.  The figure on the sidewalk slumped to the ground.  Within a minute or two a large black car came around the corner and someone jumped out, pulled the body into the car, and sped off.  When the authorities arrived they found a black cigaret butt and a small pool of blood (later certified human).  This caused quite a stir in town and raised some attention in the papers and in a later magazine article.  Yes, the culprits were eventually apprehended and treated with admirable mercy, and some intense lecturing.

I note in a posting from a later year that the idea seems to have inspired some new action.  And if anyone can find that magazine article, I sure would like to have it.
